The
Bologna Process is a restructuring process that started with the "Bologna
Declaration" published by the European Union in 1999 and aims to create a
"EUROPEAN HIGHER EDUCATION AREA (EHEA)" that is comparable,
transparent and competitive in Europe until 2010. The process, which started as
an initiative, gained a global character with the participation of dozens of
countries from six continents, following the process to use it in their higher
education systems, in addition to 47 member countries, when the target year of
2010 was reached. Membership in the process is not based on any agreement
between governments / states. Papers published within the scope of the Bologna
Process are not legally binding. The process is a structure that every country
participates with its free will, and countries have the right to accept or
reject the goals stipulated by the Bologna Process.
